12 Kinds of Pastors in the Church of God

ØWhile some are saints,

Øothers are chronic sinners and

Øwhile some are real, others are fake and charlatans.

ØIn my years of researching, teaching and interacting with pastors,

ØI have come to discover various kinds of pastors.

ØI hope pastors will themselves through this mirror teaching, discover who they really are, where they stand and reposition themselves.

A. THE PLACE OF PASTORS: JER 3:15

ØPastors must be men of God, true, genuine, godly, relevant and transparent.

ØThey must be called, commission and commanded by the Lord.

ØThey must be God’s men in God’s place at God’s time.

* Pastors are crucial to the life and vibrancy of the church

* The church cannot rise above who the pastors are.
* God will not do anything in the absence of the pastors
* The conditions of the churches today are simply a reflection of the kinds of pastors leading them.

KINDS OF PASTORS TODAY.

ØI have come to discover 12 kinds of pastors that are visible in the church today.

ØThough not all, but these twelve represent majority of
pastors leading churches today.

ØI hope you can find who you are among these twelve descriptions.

1. BUSINESSMEN PASTORS
I Tim 6:3-5

Isaiah 56:10, 11; 2:14

ØDescription: Businessmen and women who seek the ministry simply as avenue to make money. They
function as the chief executive officers of their churches. The church is run with business principles. Their major emphasis is money, finance, Prosperity, how to make it. They are in absolute control of everything.

ØBasic Motive: Gain and profit. The programmes are targeted at how much money is realised, using God, Church and Bible to make: money arid personally enriching themselves.

ØDemerits: No heaven mindedness, disciples and godliness. They breed Christians who are greedy of gain, profit oriented, thieves and crooks. They engage in lying, fantastic promises and spurious prophesies .They apportion church position to the highest bidder.

ØProspects: True repentance, freedom from financial lucre and restoration of balanced truth to the church. Business pastors have brought much bad image to the church.

2. FUNKY PAST0R.
II Tim. 4:3, 4; Jer 6:13

ØDescription: Worldly, carnal, ungodly pastors who watered down the gospel to please people. They dress anyhow, allow anything in the church. They are immoral and sexual maniac who take advantage of
people. Their messages are the church liberty, ministry on the broadways, easy way to heaven and making you somebody in life.

Basic Motives: Keep the people happy. Don’t offend them by telling them the truth. They exert influence and power over people in order to get their money. Youth and young people enjoy these kinds of pastors.

ØDemerits: No mention of sin, evil, hell or righteousness. The focus is miracle, blessing and breakthroughs. Secular talk shows are allowed. Immorality, extra ­marital affairs and premarital sex are overlooked all in the belief that God is a loving God. Funky pastors
have brought much shame to the pastoral ministry and their name.

ØProspects: Genuine repentance and restitution, else …….

3. VOCATIONAL PASTORS:
Ezekiel 34:2,3

ØDescription: They are in the ministry, not result of God’s call, but by the call of men. They pastor as a hobby or past time. They love the honour and respect being given to pastors.

Tribal sentiments, ethnic bias, connection to authority, wealth, status And oratory power are what was used to make them pastors. Educational qualifications and greasing of palms also figure here.

Basic motive: To rule over others and to seen and respected by them. No vision, purpose and commission from the Lord. They therefore lord
over people, using threats and position to oppress those who are genuinely called.

Demerits: They are not concerned with anyone or the church once their position is secured. They lead church backward through secular management systems. They don’t train, develop or empower anyone. The church is always malnourished and spiritually weak under such
pastors. Their ministrations are always devoid of God’s power and their sermons always make people sick. Vocational or honorary pastors have caused much havoc for the church today.

Prospects: Seek the face of God as to His plan your life, resignation and functioning where God wants you.

4. YESTERDAY’S PASTORS:
ØDescription: They are called by the Lord, but they are not in tune with the moves of God today. They are holy, godly and righteous but are trapped in yesterday’s ways because they are ultra -conservative.
Old tradition, dogma and doctrina1 correctness is their forte. They spend only on their one gift to lead the church, they detest learning and change.

Basic Motive: To survive and bring back old time religion. They are therefore prejudiced against growth, change and new strategies. They are good in hymna1s, bell-ringing and order of service that has become routine and lifeless today. Their relational skills are weak and very low.

Demerits: Lack of vision, purpose and direction in the church. The work is backward, they are confused because changes that have occurred have left them behind. They therefore experience crisis, breakaway, stagnation and backdoor losses. They do everything in the church because they don’t trust anybody. They are skeptic of people and change. Pastors of yesterday usually don’t know the new moves of God for today, because they are too busy looking at yesterday.

Prospects: Change, personal growth, disabused mindset and new focus of the move of God today.

5. POLITICAL PASTORS:
Jer 10:21; Jer 23:11;

Micah 3:11

ØDescription: They were once servants of the Lord, but have now backslidden. They no longer have time to preach, pray, nourish people and prepare them for heaven. All their time is taken up with meetings
upon meetings. They have become servants of the people. Bad friends, economic hardship and strange teachings have changed them.

Basic motive: To make it, either by force or by fire. They therefore engage in church politics. They become cunning, crafty, arm - twisting and can speak from both sides of the mouth. Their strategic closeness to church authority make them to determine the transfer, promotion, discipline and suspension of other pastors, many times better than them. Character assassination is their modus - operandi.

Demerits: Their churches always suffer because they are not always around due to frequent meetings. They are spiritually dry, unable to get fresh insight from God and the church suffers spiritually. They get involve in scandals which they use for their political manouvering to cover up. Political pastors needs to return back to
the Lord, else…….

Prospects: Remember where you have fallen, repent and return back to the Lord. Stop church politics and concentrate on the primary job of pastoring, leading, nourishing and preparing people for heaven.

6. OCCULTIC PASTORS:
Rev 2:20,24: Rev 3:9

ØDescription: These are the people who have no business being in the ministry, but they are there all the same. Some are former occult practitioners who claim to be born-again, while others are herbalists and magicians who decide to hood wink people by mordernising as pastors. They live double lives. They appear to eat at the Lord’s Table but also deal with the devil in secret. They use means and demonic power to perform spurious miracles.

Basic Motives: Their motive is gain, power and control over people. They therefore use candles, coconut, incense, salt, kolanut, sponge, soaps, special baths and native roots as “prayer support”. They engage in fake vision, false prophecy and spurious miracles. They
read the sixth and seventh books of Moses. They are usually polygamous and womanisers.

Demerits: Using other means to ‘Jazz’ up the work so that crowds can come; people under bondage and oppression; making people sure children of hell; immorality thrives; witchcraft and calamities in
churches; people dying and losing their destiny in such churches. Oppressive air of bondage will be thick. No form of godly spirituality among the people. Occultist pastors will always be exposed by their traits and they will lose their ministries sooner or later.

Prospects: True repentance and knowing the Lord afresh, turning away
from synagogue of Satan.

Ø7. SHALLOW PASTORS:
Zephaniah 3:4

ØDescription: These are proud, garrulous, self-centered and self-willed pastors. They are islands, too busy to attend conferences or seminars or listen to anybody’s tape. They believe that everyone should learn from them but they cannot learn from anybody. Their
anointing has grown to the extend that they don’t need to read the Bible everyday, have time of prayer and fast unto the Lord.

Basic motive: Their motive is to succeed in ministry financially, materially and socially. They therefore spend church money to buy expensive shoes, clothings, cars and properties. They have nothing to
really give to people spiritually. They thrive on stories, noise, demonstrations, pushing people and mimicked styles and prophesies. Their sermon dwell on their worth, wealth and fame.

Demerits: People are fed half truths, lies, motivational talks and the larger than life image of the man of God. They are always on the move, .have nothing really to share and give to the people. The people are therefore largely unsaved, canal, sinful, ungodly and religious. They therefore move away to where the grass is green and the water is still. Shallow pastors will always lose serious Christians to other churches.

Prospects: Return to the Lord, load yourself and prepare to feed people with balanced diet of the Word.

8. MINISTRY PASTORS:

Description: These are ministry focused pastors. They are committed to and consumed by the work of the ministry. In their order of priorities, ministry is number one and everything else takes secondary position. These pastors neglect their families, children
and personal lives in the name of doing ministry. Their children are wayward, bitter, uncatered for, angry and unconverted. Their wives are miserable, frustrated, neglected; feel cheated and lonely.

Basic motives: To fulfill their ministry irrespective of anything or anybody. The desire is to prove themselves and the readiness to neglect everything for the ministry. They move from crusade to revivals, from Prayer Mountains to special seminars. They are too
spiritual to play, pray, enjoy and relax with their wives, children and family, because sinners are perishing. They are always in a hurry.

Demerits: They experience divorce, have wayward children, unsettled homes and unfulfilled ministry. Their wives become demonised or engage in extra - marital affairs due to frequent absence and lack of
care. Pastors that give ministry the number one priority above their God, home and personal development will always experience crisis,
breakaway and being forsaken by the Lord. Lack of peace, progress and tranquility, both in the church and personal lives will always be the outcome of the mistake of putting ministry before God and your
family. Ministry pastors will always experience burn out and frustration in ministry.

Prospects: Return back to the Lord. Make your God and family as number one and two, and ministry as number three.

9. SICK PASTORS:

Revelation 3:14-19

ØDescription: physically okay but spiritually sick. Sick because they don’t know the Lord, they are sinful, ungodly, evil, immoral and wicked. Though they sometimes find themselves leading large
congregations, yet, they preach the Jesus they have not met. They only use their spiritual activities to cover their spiritual nakedness.

Basic motives: They don’t know why they are in the ministry. They want to be like the Jones and Joneses. They are copy­cats. They struggle with sin, evil and low ­self image. They take out their anger, sin and frustration on the people.

They are sick because they lack basic leadership skill. They are sick because they are not good examples and role model to follow. They are sick because they operate under curse and disobedience.

Demerits: Destroyed lives of people under them; carnal, covetous, stinginess, unforgiving spirit, and readiness to curse and destroy people who dare questioning their ungodly activities. They usually
kill churches and cause stagnation by making the saints to sin and backslide. Sick pastors will always produce sick churches that will find growth very difficult and stagnation very easy.

Prospects: Repent, seek the Lord, apologise and do a new work.

10. WOUNDED PASTORS:

Description: They have experienced back-stabbing, disappointment and calamities in ministry. Their work has dealt them a hard blow.
Through some mistakes and ignorance, they have been wounded in ministry. They are therefore bitter, sad, hurting and hateful in the ministry.

Basic motive: Vengeance, retribution and survival. They have been wounded by sin, devil, people, partners, colleagues and members. Some have lost wives, husbands, children, names, properties and health in
the course of doing ministry. Some have deep pain. due to betrayal by mentors, leaders, associates and spouses. And the wound is fresh and new.

Demerits: Bleeding hearts, hurtful feelings, lack of trust, discouragements, frustration and quitting the ministry. They don’t help anybody in the ministry again and they are always skeptical of people’s intentions. The unforgiveness in their hearts hinder the flow of God’s spirit in them. As long as you don’t allow the Lord to heal you, your church will always suffer the hangover of your wounded heart.

Prospects: Release the past; handover your hurts unto the Lord and march on in faith. Forgive and forbear.

11. TECHNOLOGY PASTORS:

Description: They are pastors on the move, who are always on the fast
lane of life. Moving from city to city, nation to nation, making money at the expense of the souls under them. They spend weeks away from the church. They junket from place to place in the name of doing ministry while the church at home is dying and scattering. They monitor by means of audio and video messages of sermons.

Basic motive: Money, pleasure and properties. They use God to better their lot in life. Their living standard is above the income of their church. They always travel for ministration and business deals. While traveling, they continue to monitor the church through phone, e­mails, websites, phone-in-conference . They use these technologies to conduct services on Sunday and at vigils. In some cases, they stay permanently abroad and control the church from there.

Demerits: Their associates are not trusted; they are given responsibilities without authority. The church goes through turmoil, murmuring and lack of care, nurture and empowering. Such pastors lose
their churches, their people and they eventually capitulate to the God of mammon, pleasure and fame. They lose their God and their ministry. God usually replace them with capable people who have a
heart for things of eternal value.

Prospects: Genuine repentance, restoration and rediscovering the basic purpose of ministry.

12. GROWING PASTORS

Description: Very few, but these are pastors after God’s heart. They are called and commissioned by the Lord. Pursue a god-given vision.
Display high integrity, character, godliness and a heart for things of eternal value. They are not perfect, but growing everyday. They are balanced, learning, open to change and full of the Holy Spirit.

Basic motive: They desire to make impact for God. They want to see lives, families, nations and cities transformed for the. Lord. They have no personal empire to build; rather they want to extend the
frontiers of God’s kingdom throughout the whole world. They see ministry as opportunity to serve, help and empower others. They de-emphasize money, gain and pleasure.

Strengths: They invest in people; sharpen their leadership skills; maintain good relational skills; work over their weaknesses, build godly character; empower, equip and enable others to rise up to their
highest potentials. They are not threatened by the gift of others. They speak tl1e truth with grace and seek to disciple everyone for the Lord. They ensure that the church is built on the truth, undiluted and balanced word of God. They pastor growing churches
where the people are genuine Christians that continually grow in the things of the Lord. They raise leaders and equip them to carryon the work of God.

Prospects: Good, great and growing churches that will go on to affect things positively for God.

CONCLUSION

ØFrom these descriptions of twelve kinds of pastors, you can see that only one can really lead the church to true and sustainable growth.

ØThis is the reason why majority of our churches are sick, stagnant, crisis - ridden and are dying today because they are being pastored by the Wrong kind of pastors.

ØWhere are you?

ØYou can repent, and change today to be a growing
pastor in all ramifications so as to lead the church into the future.

GMC PASTORS AND WORKERS RETREAT

The GMC Bishops/Pastors and Workers will be meeting on Thursday for a 4 day retreat.  The theme of the Retreat is "Focusing on the Harvest". It shall touch issues in the life of the Christian that helps to enhance the harvest of souls into the kingdom of God.

Victim mentality

          You Can Be Free From The Victim Mentality

(Message adapted from Pastor Birk)

                                                                                          

Nahum 3:1-4  Woe to the bloody city! It is all full of lies and robbery. Its victim never departs. The noise of a whip and the noise of rattling wheels, of galloping horses, of clattering chariots! Horsemen charge with bright sword and glittering spear. There is a multitude of slain, a great number of bodies, countless corpses; they stumble over the corpses; because of the multitude of harlotries of the seductive harlot, the mistress of sorceries, who sells nations through her harlotries, and families through her sorceries.

                                                                                                                                                                                    

I.        INTRODUCTION:

Ø                 Because of the increase of evil in a time when evil is called good and good is called evil we live in an era where there are many victims of the satanic attack and oppression our societies are under. 

Ø                 Satan wants to impose a victim mentality upon us because he knows that if we accept it we are rendered useless and ineffective as Christians and present no threat to him or his domain.

Ø                 God has called us to rise above the victim mentality.

Psalms 146:7-8  Who executes justice for the oppressed, Who gives food to the hungry. The LORD gives freedom to the prisoners. The LORD opens the eyes of the blind; The LORD raises those who are bowed down; The LORD loves the righteous.

Galatians 4:3-6  Even so we, when we were children, were in bondage under the elements of the world. But when the fullness of the time had come, God sent forth His Son, born of a woman, born under the law, to redeem those who were under the law, that we might receive the adoption as sons…

Ø                 As Christians we have no business walking in a victim mentality because God has delivered us from it through the power of Jesus Christ. 

Ø                 Jesus broke those bondages for us. 

Ø                 We do not have to be in bondage to the beggarly elements of the world. 

Ø                 If we are to go forth as a conquering army that means each one of us as individuals must walk in the victory that He has given to us.

II.       SIGNS OF A VICTIM MENTALITY.

>       Maybe you are not sure whether you are walking in a victim mentality or not. 

>       Here are some signs that will help you to be able to discern whether you have fallen into Satan’s trap or not.

>       If you have God is there to release you from the snare of the enemy. 

>       He will do it!

Here are some of the indicators and symptoms of victims:


They focus on the past.

They concern themselves with how things should have been.

They are pre-occupied with problems.

They are always blaming someone else for the way they are.



They find themselves helpless.

They feel they have no control over anything.

They feel like pawns in the game of life.

They use the expression "if only" or "what if".

They feel like they are always being picked on.

>       As you can see, a person who is consumed with any of the above symptoms would have a hard time walking in any sense of victory. 

>       A victims mentality does not bring victory.  If you maintain a victim’s mentality you will remain a victim. 

>       God has something better for you than that.

III.      KEYS TO BREAKING FREE FROM THE VICTIM MENTALITY.

>       We need the truth of God’s word to set us free. 

>       It is the only thing that will bring the kind of victory that causes us to break free from the bondages of the past. 

>       The principles of His word must become the guiding principles of our lives if we are to truly break this bondage. 

>       Here are some important keys.

1.      We Must Face The Pain & Deal With It.

>       We must be willing to take a good hard look at our lives and discern how much of a victim we have become and then be willing to see what it was that caused us to fall into the snare. 

>       Then we must begin to deal with it by making straight paths for our feet.

Hebrews 12:12-15  Therefore strengthen the hands which hang down, and the feeble knees, and make straight paths for your feet, so that what is lame may not be dislocated, but rather be healed. Pursue peace with all men, and holiness, without which no one will see the Lord: looking diligently lest anyone fall short of the grace of God; lest any root of bitterness springing up cause trouble, and by this many become defiled;

Ø                 In the process of looking at our wound and pain, we may come to the conclusion that we have some major forgiveness, bitterness and resentment to deal with. 

Ø                 This has to be dealt with before the bondage can be broken. 

Ø                 This is the first part of the process, because we can’t begin to walk in the Lord’s forgiveness and victory until we have really forgiven those who have caused us so much pain, agony and conflict.

>       Our lives are made up of a series of choices and if those choices were made according to carnal and selfish desires we block the flow of God’s blessing and abundance in our lives. 

>       On the other hand, if I am making right choices that are in relationship to seeking first the

, I am going to release His flow of blessing and abundance into my life through the law of sowing and reaping.

If we don’t take control of our lives by establishing goals and priorities, circumstances and others will do it for us.

And when this happens, it makes become vegetables only becoming children of circumstances who live in regrets all their lives.

REPORT OF PASTORAL VISIT

Beloved, it is with great joy that I write to thank you for your prayers and support that helped in making my trip to Achacha Successful.

Departure:
I left my house on Thursday 22nd March at 6am with Bishop Arit Edumoh, Bishop Adeyemi Abolarin and our Brother the driver Mr. Kufre. We were to arrive there at about 12 noon. But we were delayed because of the problem my old vehicle developed. The car became overheated and the temperature rose above 100. We had to call my mechanic who came and changed the radiator and said we should go ahead. We left Calabar at about 9am and zoomed off towards the beach we were supposed to cross our car through a pontoon. The car problem just started then because we now had to stop every 20 minutes to fill the radiator. But finally we arrived Abakaliki at about 3.45pm where we were met with our Missionary Evangelist and the District Pastor.

After checking into my hotel, we had a brief meeting to see how the Conference will go the next day. We had to retire after the meeting and set our minds for the conference.

Friday morning of the 23rd came with great air of excitement for the minister’s conference scheduled to take place by 9am. We were at the venue a few minutes pass ten. By this time people had already started coming. We had about 30 Pastors in the conference from different locations of the Abakaliki town.

My wife Bishop Arit Edumoh gave a talk on the importance of relationships in ministry and it was a very powerful talk and the participants were blessed.

I took ever the floor at about 1.30pm and delivered a talk on the position of the church in God’s heart. The emphasis was on the present Prophetic and Apostolic Movement helping to move from church to kingdom. I highlighted that the church as denominations with disunity can never accomplish God’s end time plans except we mature and become a kingdom.

On Saturday, our plans to go to the villages where our mission outreaches are located did not work because they had to flush our car radiator and replace the top gasket that had burnt as a result of the overheating. This took us till 4 pm. We had to send a message to the stations that we were coming in on Sunday morning. We told that the entire communities in all the villages were there to receive me and my entourage.

I forgot to mention that on Friday after the conference we had to go to the Paramount Ruler of the IZZI Community to pay a courtesy visit on him. He is in charge of over 72 villages; each of the villages may have about 10,000 people living in each, some may be less. He received us with members of his cabinet. We shared the message of hope in Christ with them and later prayed for them and his entire community. Some of the villages we have our outreach stations are under his jurisdiction.

We left our hotel room on Sunday by 6am and arrived at Eja village at about 8.30am where we met with the Chief and his cabinet. They donated a land for agricultural purposes to us. While we were there, we people coming out in large quantity of about between 30 and 40 thinking we just came to start our missions outreach there. We told them that we will get ourselves organized to send them a Pastor. We exhorted them and prayed for them.

We left Eja to Ijibollo and it took us about 1 hour 30 minutes to arrive at Ijibllo. We met our station in the morning service. My wife exhorted them and I made a short message. A man who had ear problem cam out and the Lord touched his ears. And the church who had problem with his right eyes also saw light for the first time with that eye. I prayed for many who gave their lives to Christ. The church and the community donated some yan tubers and life goat to me.

At this time the service at Achacha 1 where Achacha 2 was to be in a combine service was on top gear as at the time we arrived at 1pm. There was great joy and jubilation as soon as we drove in, the people all came out singing and dancing towards the car where I joined them in singing the song “Lift Jesus Higher, Lift Him up for the world to see” it was an air of great anointing, the Lord was present and after that I ministered the word of God to them and many gave their lives to Christ. We also prayed for a great number of those who were sick. The Lord blessed the people greatly.

NEEDS:
The Ijibollo and the Achacha 1 presented their needs to roof their church hall before the rains will start coming.

The Achacha 1 also requested for help to roof their parsonage.

When I arrived there and went into the room where our two pastors were staying, tears came out of my eyes. The room is like a manger. But before I got there they had single handed with the community completed a 4 bedroom flat building with native bricks and cement and had no money to go on with the roofing. I was told that they had made arrangement to saw wood from their forest but that all they now need is 15 bundles of zinc.

One other need that I saw among them is that of transportation. If we have means of transportation for them, the Pastor at Ijibolo can shuttle between there and Eja comfortably.

These are the needs I am now bringing up to plead with my friends to support us to help keep this people in the love of Christ.

1. We need to roof the Pastors house before end of April as rains are coming fast so as not to wash down the native brick blocks. This will cost us N120,000 to complete the roof work. This is approximately $900 USD
2. We also need to give a motorcycle to the pastors there to ease their visitation to the neighboring villages with the gospel message. This will cost N80,000 about $600 USD.

Friends, we need this before the end of April to help with the situation there. I cannot handle this alone and so I appeal to all who love the Lord to help me reach out to this people.

COMMITTEES FOR IMPLEMENTATION

The following committees shall be put in place for the smooth implementation of the project. The set up committees shall be operational for a term of five (5) years and shall handover to the appropriate University officers at takeoff. The period shall be from 2007 – 2012 or earlier as things take shape.

COMMITTEE ON PHYSICAL PLANNING & DEVELOPMENT (CPPD)

MISSION

- Providing comprehensive legal, structural, developmental qualitative leadership for the University through planning, advise and supervision of projects within it’s coverage.                
- To have clear understanding of the basic development needs of the University System and to work towards adding value to these needs and sourcing for possible interventions through national and international development partners.

- Initiating novel projects capable of meeting the needs of the University System with assistance of national and International development Partners
Provide and promote effective legal cover for the University in its administrative and policy operations.


GUIDING PRINCIPLES
The Committee is to provide for the comprehensive structure of the University through gathering all the documents and legal papers for the landed property, the university and NUC. Shall work with the other appropriate committees and the proprietor for the development of the site and putting the buildings and making sure the campus is ready for take off.

The take off time for this committee shall be September, 2007 and they are expected to deliver by September 2009.

They shall make sure accommodation for 100 students, 50 staff, and 40 standard classrooms are made available before delivery date.

They shall make sure all vehicles needed for smooth operation are made available.

COMMITTEE ON QUALITY ASSURANCE (CQA)

The committee’s responsibility is “to promote and assure qualitative university education for GFU for the purpose of producing globally empowered competitive graduates who are relevant to National development”. 

The Committee shall be headed by a seasoned administrator, preferably a University Professor serving or retired.

The Committee as part of its mandates conducts rigorous monitoring and evaluation activities of all the developmental projects of the universities. It also shall keep the university in compliance with NUC’s standards.

This Committee shall commence work from April 2007 so as to give a framework for others to work on and to set the ball rolling.

COMMITTEE ON ACADEMIC PLANNING & RESEARCH (CAPR)

The Committee shall be headed by a seasoned University Professor in Education, Academic Planning and Curriculum Development. He shall be serving or retired.

The Committee on Academic Planning and Research shall serve as the initial department of academic planning and research for the university.

The committee shall prepare the University for Accreditation of its initial programs. They shall publish the first university catalogue.

The shall be involved in the engagement of lecturers for the university.

ADMINISTRATIVE STRUCTURE OF THE COMMITTEE
The committee shall be made up of the following component units:

i) Chairman’s Office
ii) Programme Planning Division
iii) Resource Planning    Division
iv) Strategic Planning    Division
v) University Research Division
vi) Policy Analysis       Division
vii) Students Industrial Working Experience Scheme Division

JOB DESCRIPTION FOR THE COMMITTEE

The Committee shall be saddled with the following functions:

•Ensuring quality for the academic programmes in the university;
•Processing applications for academic programmes in the university;
•Compiling and categorizing the teaching and research equipment needs of academic programmes;
•Coordinating laboratory equipment maintenance activities in University;
•Analyzing academic briefs for master-plan development in the university;
•Compiling and publishing academic development plans for all university;
•Initial assessment of high level manpower requirement of the university in conjunction and compliance with the NUC;
•Collecting and collating data on staff, students and facilities as well as recurrent expenditure in the University to ensure compliance with NUC standards;
•Holding University System Review meetings with other committees of the institution and analyzing financial projections and plans;
•Analysing the actual resource utilization costs in the university
•Setting the initial plan for the ITF/SIWES programme of activities of the university;
•Setting up the developmental plan for University library;
•Promoting the establishment and sustenance of a strategic planning culture in the GFU system;
•Coordinating the university research efforts;
•Developing and Promoting interaction between GFU Research efforts and those of other research oriented organizations
•Developing research fund utilization in universities;
•Coordinating orderly development of the University Library; and
•Creating and maintaining Education Databases to support teaching, learning and research in the University.

PROGRAMMES PLANNING DIVISION

Mandates

Towards carrying out its major assignment of coordinating and monitoring the development of all academic programmes in the University, the Division performs the following functions within the Department:

i)Rationalizing and processing applications for academic programmes in Grace Fulfillment University.

ii)Analyzing and processing Academic Briefs for Master plans development in the University.

iii)Collecting and compiling list of approved academic programmes in Nigerian Universities and aligning GFU with the instruments of achieving accreditation and excellence.

vii)Responding to enquiries on issues relating to academic disciplines in the University.

viii)Preparation of memoranda to Management Committee and University Development Committee for approval of new programme/units and the splitting of existing ones.

The committee shall define the jobs of other component units of the committee and present it for approval to the Board of Structure.


COMMITTEE ON INFORMATION AND COMMUNICATIONS TECHNOLOGY (CICT)

The Committee shall be headed by an administrator who has vast experience in the information technology and communication.

The idea setting up this Committee has t do with Statistics, Records, Information, Commnication through every available means including the Internet and system networking internally and externally to enhance the university’s available in the education market.

The Committee is established to assist the other Committees to perform their functions with ease and efficiency too.

THE FOLLOWING SHALL BE THE MANDATE OF THE COMMITTEE
1.Developing of a powerful data bank in GFU for the consumption of Scientists, Corporate Organizations, Public and International organizations as well as the entire University System.

2.Facilitation of comprehensive planning towards the development of GFU.

3.Acquisition and/or development and implementation of software such as Uniform Accounting System, Master Bill, Computerized Estimate System (CES), Audit Record System, Nigerian Universities Dissertation abstract System etc.

5.Staff development at various levels to enhance Computer literacy and inter-operability within the system.

7.Establishment and Maintenance of Local area network and wide area network of computerization between the University System.

8. Setting up and running a state of the art internet center for the university.

Organizational Structure

In order to achieve the above listed mandates of this Committee , the committee shall divided into the following Divisions.

At the end of strategic planning period (5 years), the Information and Communication Technology utilization level will enhance teaching and research, planning, management and effective evaluation through analytical decision-making packages.

COMMITTEE ON FINANCE AND ADMINISTRATION (CFA)

MISSION

:

The mission of CFA is to ensure a proactive financial and human resource management conducive for realization of the University’s objectives.

OBJECTIVES

1. Assist the Univeersity to recruit the right mix of staff with the appropriate skills and competence.

2. Work with CICT to develop an effective IT-based personnel record system.

3. On the long-term assist the institution in developing a data bank on University staff.

4. Providing an effective link between the University and other government agencies on Finance and Administration Matters.

5. Ensuring a pro-active staff welfare system for the University.

6. Determination of the funding needs of University.

7. Maintain accurate financial record system for the University.

8. Ensuring Timely allocation and Disbursement of Funds to all Departments of the University.

9. Providing effective secretarial and logistic support to Management Committee, Boards, Departments, Schools and all legal entities of the University.

10. Ensuring an effective support services for the University
11. Providing an effective training and manpower development for the compact and skilful workforce requirements of the university.

The Committee shall be headed by a qualified Chattered Accountant with experience in the University system and also an exposure in fund raising.

EXECUTIVE SECRETARY’S OFFICE (ES)

The functions of the Executive Secretary shall be the supervision of all the committees and reporting to the Chairman of the Board of Structure. He shall be in charge of all routine and non-routine reports.

The office of the ES shall be divided into the following two units”

1.         Operations, Organisation, Management Research and

2.         Efficiency Division


The OOMR shall operate as follows:

a)carry out preliminary studies of the operational modalities in the University;

b)regularly collect data on the duties and responsibilities of Officers and how the duties are performed;

c)compile and transfer data to the Efficiency section;

d)undertake the continuous investigation, inspection and study of all aspects of structure, operational modalities and management practices of the University;

e)advise the Executive Secretary on matters relating to structure, operational modalities and management practices of the University; and;

f)conduct periodic management audit of all the Departments in the University.

ii)  The Efficiency Section shall operate as follows:
         

a)use the data collected by the OOMR Section to design performance targets for the sub-divisions;
b)ensure that targets are specific, measurable, achievable, realistic and time-bound;

c)seek approval of the Executive Secretary for the performance target through the appropriate channel before they are adopted by the various sub-divisions;

d)keep record of the targets;

e)monitor performance targets to ensure that the sub-divisions and staff comply with the set targets and endeavour to achieve them;

f)write reports regularly on how targets are being met by the sub-divisions so that Management could use the information to determine appropriate rewards and their recipients; and

g)produce Annual Report on efficiency/productivity levels for the Executive Secretary.

Special Duties Unit

1.The Special Duties Unit is under the Executive Secretary’s Office and functions closely with the immediate office of the Executive Secretary on day-to-day basis as directed by the Executive Secretary.

2.In addition, the unit also affiliates with Operations, Organisations, Management, Research and Efficiency Division in all its activities.

Internal Audit Division

In accordance with its statutory responsibilities the Audit Division reviews the internal check and Internal Control System of the University.

It appraises the activities - both financial and otherwise and make suggestions and recommendations where it feels the Internal check and internal control system are not adequate. It also conducts audit of all GFU funds including the reimbursement of centrally Incurred expenses at the liaison office  wherever it shall be set up It compiles audit programme of work for its operation.

1.  Vetting of Expenditure Requisition

i)It reviews the expenditure being contemplated whether it is required and authorized.
ii)It also ensures that funds is available for such expenditures being contemplated by making reference to vote books where necessary
iii)It ensures that the expenditure was reasonable both in value and purpose.

2.   Prepayment Audit

The Division shall conduct pre-payment verification of various payment vouchers, Expenditure Requisition and claims. It shall ensure that the amount being paid was in conformity with the commitment and also ensures that the amount is paid to the right person or persons. The Division also shall participate in direct purchase of various items for use at the University secretariat.

3. Post Payment Audit/Verification

The Division shall also review all payments that have been made and make sure that they were properly entered into appropriate votes heads and accounts. The Division will scrutinize all Touring and Temporary Advances granted to staff shall be referred to it during the period.

4.       Salary

The Division shall review the salary vouchers referred to it monthly before they are paid to ensure that the correct salary bills were paid, and paid to appropriate staff, officers and contractors of the University.


5.        Cash and Store Survey

The Internal Audit Division conducted periodic cash and stores survey in both the Treasury and Stores. Similarly it conducted cash survey on the cash Imprest holders. It also participated in the annual stock taking of stores.

6.         Ledger Accounts/Cash Book
         
They shall check all books during the period of their work to ensure accuracy and clearity in all accounting matters.


7.         Assets and Liabilities

Investment Portfolio

They shall advise the university on investment and assets.

Protocol Unit

A. FUNCTIONS

Functions of the protocol unit are as follows:

1)Responsible for all official and Local Travels of all Officers of the University.
2)Purchases of Air Tickets for all official travels and local travels

3)Obtaining Estacodes for all Oversea travels to all Officers of the University
4)Getting Note-Verbale for all the Oversea travels.

5)Obtaining official Passports for all University Officers
6)Securing accommodation for all University Guests and its visitors.

7)Preparing venue for Executive Secretary’s meetings in and outside the University

8)Payment for Hotel Reservation for all Guests and Visitors of the University

9)Supply snacks, tea, coffee, sweets, kolanuts etc for all meetings.

10)Paying of Duty Tour Allowances to the all concerned.
11)Providing vehicle(s) all officers to convey to and from all official meetings.
12)Providing Airport Reception to all University Guests, Visitors and the Executive Secretary while going on official trip(s) or coming back to Campus.

FUND RAISING:

It is important to note that the Myspace project founded on the internet has attracted the interest of the visioner as a funding base. He calls it funding without tears.

It is recommended that a “one dollar university project” be launched at the Myspace friends of which the

is a member.

Every friend at Myspace is expected to donate a minimum of 1USD a year for the University project and development.

The donation is expected to come in every April of the year beginning from April 2007 to enable the implementation of the dreams.

It shall be officially indicated however it is possible that it is Christian friends at Myspace who are sponsors of the university project.

Each year a sponsor plague shall be available to all donors for the university project.  A permanent record of recognition shall be created at the university.  A hall shall named Myspace and shall carry pictures of all donors.

INITIAL TAKE OFF FUNDS

The University shall require the sum of 200 million Naira for the initial take of including legal issues on the land, the NUC and the cooperate Affairs Commission. It shall also include the landscaping and the first three buildings at the university.

The set up committees shall be operational for a term of five (5) years and shall handover to the appropriate University officers at takeoff. The period shall be from 2007 – 2012 or earlier as things take shape.

COMMITTEE ON PHYSICAL PLANNING & DEVELOPMENT (CPPD)

MISSION

- Providing comprehensive legal, structural, developmental qualitative leadership for the University through planning, advise and supervision of projects within it’s coverage.                
- To have clear understanding of the basic development needs of the University System and to work towards adding value to these needs and sourcing for possible interventions through national and international development partners.

- Initiating novel projects capable of meeting the needs of the University System with assistance of national and International development Partners
Provide and promote effective legal cover for the University in its administrative and policy operations.


GUIDING PRINCIPLES
The Committee is to provide for the comprehensive structure of the University through gathering all the documents and legal papers for the landed property, the university and NUC. Shall work with the other appropriate committees and the proprietor for the development of the site and putting the buildings and making sure the campus is ready for take off.

The take off time for this committee shall be September, 2007 and they are expected to deliver by September 2009.

They shall make sure accommodation for 100 students, 50 staff, and 40 standard classrooms are made available before delivery date.

They shall make sure all vehicles needed for smooth operation are made available.

COMMITTEE ON QUALITY ASSURANCE (CQA)

The committee’s responsibility is “to promote and assure qualitative university education for GFU for the purpose of producing globally empowered competitive graduates who are relevant to National development”. 

The Committee shall be headed by a seasoned administrator, preferably a University Professor serving or retired.

The Committee as part of its mandates conducts rigorous monitoring and evaluation activities of all the developmental projects of the universities. It also shall keep the university in compliance with NUC’s standards.

This Committee shall commence work from April 2007 so as to give a framework for others to work on and to set the ball rolling.

COMMITTEE ON ACADEMIC PLANNING & RESEARCH (CAPR)

The Committee shall be headed by a seasoned University Professor in Education, Academic Planning and Curriculum Development. He shall be serving or retired.

The Committee on Academic Planning and Research shall serve as the initial department of academic planning and research for the university.

The committee shall prepare the University for Accreditation of its initial programs. They shall publish the first university catalogue.

The shall be involved in the engagement of lecturers for the university.

ADMINISTRATIVE STRUCTURE OF THE COMMITTEE
The committee shall be made up of the following component units:

ii) Programme Planning Division
iii) Resource Planning    Division
iv) Strategic Planning    Division
v) University Research Division
vi) Policy Analysis       Division
vii) Students Industrial Working Experience Scheme Division

JOB DESCRIPTION FOR THE COMMITTEE

The Committee shall be saddled with the following functions:

•Ensuring quality for the academic programmes in the university;
•Processing applications for academic programmes in the university;
•Compiling and categorizing the teaching and research equipment needs of academic programmes;
•Coordinating laboratory equipment maintenance activities in University;
•Analyzing academic briefs for master-plan development in the university;
•Compiling and publishing academic development plans for all university;
•Initial assessment of high level manpower requirement of the university in conjunction and compliance with the NUC;
•Collecting and collating data on staff, students and facilities as well as recurrent expenditure in the University to ensure compliance with NUC standards;
•Holding University System Review meetings with other committees of the institution and analyzing financial projections and plans;
•Analysing the actual resource utilization costs in the university
•Setting the initial plan for the ITF/SIWES programme of activities of the university;
•Setting up the developmental plan for University library;
•Promoting the establishment and sustenance of a strategic planning culture in the GFU system;
•Coordinating the university research efforts;
•Developing and Promoting interaction between GFU Research efforts and those of other research oriented organizations
•Developing research fund utilization in universities;
•Coordinating orderly development of the University Library; and
•Creating and maintaining Education Databases to support teaching, learning and research in the University.

PROGRAMMES PLANNING DIVISION

Mandates

Towards carrying out its major assignment of coordinating and monitoring the development of all academic programmes in the University, the Division performs the following functions within the Department:

i)Rationalizing and processing applications for academic programmes in Grace Fulfillment University.

ii)Analyzing and processing Academic Briefs for Master plans development in the University.

iii)Collecting and compiling list of approved academic programmes in Nigerian Universities and aligning GFU with the instruments of achieving accreditation and excellence.

vii)Responding to enquiries on issues relating to academic disciplines in the University.

viii)Preparation of memoranda to Management Committee and University Development Committee for approval of new programme/units and the splitting of existing ones.

The committee shall define the jobs of other component units of the committee and present it for approval to the Board of Structure.


COMMITTEE ON INFORMATION AND COMMUNICATIONS TECHNOLOGY (CICT)

The Committee shall be headed by an administrator who has vast experience in the information technology and communication.

The idea setting up this Committee has t do with Statistics, Records, Information, Commnication through every available means including the Internet and system networking internally and externally to enhance the university’s available in the education market.

The Committee is established to assist the other Committees to perform their functions with ease and efficiency too.

THE FOLLOWING SHALL BE THE MANDATE OF THE COMMITTEE
1.Developing of a powerful data bank in GFU for the consumption of Scientists, Corporate Organizations, Public and International organizations as well as the entire University System.

2.Facilitation of comprehensive planning towards the development of GFU.

3.Acquisition and/or development and implementation of software such as Uniform Accounting System, Master Bill, Computerized Estimate System (CES), Audit Record System, Nigerian Universities Dissertation abstract System etc.

5.Staff development at various levels to enhance Computer literacy and inter-operability within the system.

7.Establishment and Maintenance of Local area network and wide area network of computerization between the University System.

8. Setting up and running a state of the art internet center for the university.

Organizational Structure

In order to achieve the above listed mandates of this Committee , the committee shall divided into the following Divisions.

At the end of strategic planning period (5 years), the Information and Communication Technology utilization level will enhance teaching and research, planning, management and effective evaluation through analytical decision-making packages.

COMMITTEE ON FINANCE AND ADMINISTRATION (CFA)

MISSION

:

The mission of CFA is to ensure a proactive financial and human resource management conducive for realization of the University’s objectives.

OBJECTIVES

1. Assist the Univeersity to recruit the right mix of staff with the appropriate skills and competence.

2. Work with CICT to develop an effective IT-based personnel record system.

3. On the long-term assist the institution in developing a data bank on University staff.

4. Providing an effective link between the University and other government agencies on Finance and Administration Matters.

5. Ensuring a pro-active staff welfare system for the University.

6. Determination of the funding needs of University.

7. Maintain accurate financial record system for the University.

8. Ensuring Timely allocation and Disbursement of Funds to all Departments of the University.

9. Providing effective secretarial and logistic support to Management Committee, Boards, Departments, Schools and all legal entities of the University.

10. Ensuring an effective support services for the University
11. Providing an effective training and manpower development for the compact and skilful workforce requirements of the university.

The Committee shall be headed by a qualified Chattered Accountant with experience in the University system and also an exposure in fund raising.

EXECUTIVE SECRETARY’S OFFICE (ES)

The functions of the Executive Secretary shall be the supervision of all the committees and reporting to the Chairman of the Board of Structure. He shall be in charge of all routine and non-routine reports.

The office of the ES shall be divided into the following two units”

1.         Operations, Organisation, Management Research and

2.         Efficiency Division


The OOMR shall operate as follows:

a)carry out preliminary studies of the operational modalities in the University;

b)regularly collect data on the duties and responsibilities of Officers and how the duties are performed;

c)compile and transfer data to the Efficiency section;

d)undertake the continuous investigation, inspection and study of all aspects of structure, operational modalities and management practices of the University;

e)advise the Executive Secretary on matters relating to structure, operational modalities and management practices of the University; and;

f)conduct periodic management audit of all the Departments in the University.

ii)  The Efficiency Section shall operate as follows:
         

a)use the data collected by the OOMR Section to design performance targets for the sub-divisions;
b)ensure that targets are specific, measurable, achievable, realistic and time-bound;

c)seek approval of the Executive Secretary for the performance target through the appropriate channel before they are adopted by the various sub-divisions;

d)keep record of the targets;

e)monitor performance targets to ensure that the sub-divisions and staff comply with the set targets and endeavour to achieve them;

f)write reports regularly on how targets are being met by the sub-divisions so that Management could use the information to determine appropriate rewards and their recipients; and

g)produce Annual Report on efficiency/productivity levels for the Executive Secretary.

Special Duties Unit

1.The Special Duties Unit is under the Executive Secretary’s Office and functions closely with the immediate office of the Executive Secretary on day-to-day basis as directed by the Executive Secretary.

2.In addition, the unit also affiliates with Operations, Organisations, Management, Research and Efficiency Division in all its activities.

Internal Audit Division

In accordance with its statutory responsibilities the Audit Division reviews the internal check and Internal Control System of the University.

It appraises the activities - both financial and otherwise and make suggestions and recommendations where it feels the Internal check and internal control system are not adequate. It also conducts audit of all GFU funds including the reimbursement of centrally Incurred expenses at the liaison office  wherever it shall be set up It compiles audit programme of work for its operation.

1.  Vetting of Expenditure Requisition

i)It reviews the expenditure being contemplated whether it is required and authorized.
ii)It also ensures that funds is available for such expenditures being contemplated by making reference to vote books where necessary
iii)It ensures that the expenditure was reasonable both in value and purpose.

2.   Prepayment Audit

The Division shall conduct pre-payment verification of various payment vouchers, Expenditure Requisition and claims. It shall ensure that the amount being paid was in conformity with the commitment and also ensures that the amount is paid to the right person or persons. The Division also shall participate in direct purchase of various items for use at the University secretariat.

3. Post Payment Audit/Verification

The Division shall also review all payments that have been made and make sure that they were properly entered into appropriate votes heads and accounts. The Division will scrutinize all Touring and Temporary Advances granted to staff shall be referred to it during the period.

4.       Salary

The Division shall review the salary vouchers referred to it monthly before they are paid to ensure that the correct salary bills were paid, and paid to appropriate staff, officers and contractors of the University.


5.        Cash and Store Survey

The Internal Audit Division conducted periodic cash and stores survey in both the Treasury and Stores. Similarly it conducted cash survey on the cash Imprest holders. It also participated in the annual stock taking of stores.

6.         Ledger Accounts/Cash Book
         
They shall check all books during the period of their work to ensure accuracy and clearity in all accounting matters.


7.         Assets and Liabilities

Investment Portfolio

They shall advise the university on investment and assets.

Protocol Unit

A. FUNCTIONS

Functions of the protocol unit are as follows:

1)Responsible for all official and Local Travels of all Officers of the University.
2)Purchases of Air Tickets for all official travels and local travels

3)Obtaining Estacodes for all Oversea travels to all Officers of the University
4)Getting Note-Verbale for all the Oversea travels.

5)Obtaining official Passports for all University Officers
6)Securing accommodation for all University Guests and its visitors.

7)Preparing venue for Executive Secretary’s meetings in and outside the University

8)Payment for Hotel Reservation for all Guests and Visitors of the University

9)Supply snacks, tea, coffee, sweets, kolanuts etc for all meetings.

10)Paying of Duty Tour Allowances to the all concerned.
11)Providing vehicle(s) all officers to convey to and from all official meetings.
12)Providing Airport Reception to all University Guests, Visitors and the Executive Secretary while going on official trip(s) or coming back to Campus.

FUND RAISING:

It is important to note that the Myspace project founded on the internet has attracted the interest of the visioner as a funding base. He calls it funding without tears.

It is recommended that a “one dollar university project” be launched at the Myspace friends of which the

Every friend at Myspace is expected to donate a minimum of 1USD a year for the University project and development.

The donation is expected to come in every April of the year beginning from April 2007 to enable the implementation of the dreams.

It shall be officially indicated however it is possible that it is Christian friends at Myspace who are sponsors of the university project.

Each year a sponsor plague shall be available to all donors for the university project.  A permanent record of recognition shall be created at the university.  A hall shall named Myspace and shall carry pictures of all donors.

INITIAL TAKE OFF FUNDS

The University shall require the sum of 200 million Naira for the initial take of including legal issues on the land, the NUC and the cooperate Affairs Commission. It shall also include the landscaping and the first three buildings at the university.
